Root Motivation The deepest layer — why the query exists at all. Checked against long-horizon intent before surface content is evaluated.

Strategic Intent The plan the query serves. Cross-referenced against the constraint state to catch second-order consequences.

Tactical Framing How the question is posed — assumptions, framing bias, and rhetorical scaffolding are isolated and scored.

Surface Utility The literal, immediate request. Evaluated last, only once the three deeper layers have cleared.

Constraint Framework

Every reasoning pass is classified into one of twenty-seven regime states, formed by the cross product of three constraint dimensions, each with three levels: low, medium, high.

The Financial axis captures resource scarcity. The Temporal axis captures urgency and reversibility. The Information axis captures certainty and completeness of available evidence. Together they gate which reasoning paths, and which of the ten council models, are permitted to weigh in.
